Nagato's plan was also faulty...yeah he could build this super weapon(not happening because it would've just revived Juubi) in theory. But, exactly how long would he have been around to control it? After his death... He would've just provide one person/group with a way to become a dictator of the world. or Kumo unveil their moon level cannon.
