So... It's arguably acceptable to say that both Nagato and The Six paths of Pain are High Kage Level Shinobi, considering their feats and their absurd hype (supposed leader of Akatsuki, first shown character with rinnegan, beat Jiraiya, nuked Konoha, etc...)
BUT...
What are the power levels of each individual Path?
I will give my personal opinion and you can give yours...
Deva Path:
Med Kage Level.
Despite Having Technically only one technique (gravitational control), this Path is arguably the strongest of the six, having two village buster jutsus ( Chibaku Tensei and Chou Shinra Tensei) and changing completely the path of the fight against Naruto when his power returned. His major weakness is the time gap between attacks, wich can be used against him by a fast shinobi.
Animal Path:
Low Kage Level.
Again, like Deva Paths, one technique but various ways of using. With acess to the biggest variety and number of Summonig on the series, Animal Paath can turn invisible with the Chameleon, fly with the Drilled Bick Bird (who also have egg bombs), defend with the panda and also have two tanks (Ox and Rhino) and one of the most durable of the summonings (The cerberus) that tanked a RS and only multiplied.
Asura Path:
High Jounin Level
Robotic parts for a great CQC, teleguided missiles, survived a punch from Chouza and a Raikiri from Kakashi and still had juice for an extra missile to Chouji. An all around strong character.
Preta Path:
Special Jounin
Now we start with the weakest ones… When combined with the other Paths, Preta is a invaluable member of the team, making all and any ninjutsu useless. But when fighting alone, Preta will lose to any one that is decent in taijutsu or genjutsu, but will own powerful characters who rely completely on ninjutsu (like Mei for example)
Naraka Path:
Low Jounin
Arguably the weakest Path in a individual fight, again, like Preta, is a mostly supportive path, healing and resurrecting dead paths, and can use his skill to interrogation as well. But… Come on! He got beaten by Konohamaru! Lost a little bit of my credit Naraka.
Human Path:
Special Jounin
A one trick pony, he have a one shot thecnique (soul sucking) and… that’s it. He can theoretically defeat anyone on the Narutoverse, but he have to get close and defeat him in a tug of war. His lack of versatility is what puts him in that position.
