Im just grasping at the wind but I'd like to analyze this ability with the information we have on it. If you have any input feel free to comment.
The main thing about this scan is the scenery change. One moment he's confronting Code in the village then in the next scan he's depicted alone in the wilderness where the sky is the prevelant feature.
I think that's a hint that the main element of this ability is wind. He also calls it a vortex which seems redundant unless its actually creating a vortex with him at the center like a storm but it's a ninja. It's a Ninja Storm! (Time for a new DLC! Get Hype!!!) Which is why I think it's a shinjutsu which allows him to command the weather.

Command the weather? So do you believe Kirin is also shinjutsu? Maybe it just changes the weather due to particular variables, not actually taking control of it, much like Kirin.

So do you think Kirin itself is shinjutsu? I can’t totally recall but I believe Kirin was stated to just heat up the atmosphere or something of that nature and changes how the clouds and that reacted and then the giant gadoosh is summoned. So I would like to hear your take on it.

I don't think it's a shinjutsu. He uses ninjutsu to create lightning and then controls it with his lightning affinity chakra. If it was shinjutsu he wouldn't have to heat up the sky and create clouds etc.
