Things to note:
Jiraiya was drugged during the entire fight but could still use Gamabunta, needle jizo (albeit incomplete), Swamp of the Underworld (Incomplete but still massive) and an OP toad oil + katon combination.

I think even drugged Jiraiya is low kage level. Sure his speed and reaction will be a bit off but he should still be faster than part 1 Sasuke and part 1 Naruto by a margin.

So Jiraiya wins low-mid difficulty.
