I don't really see Neji being able to use rotation enough times that it stops the bugs.

Part1 Neji easily skips this 50m distance while heavily injured and low on stamina/chakra an was able to blitz a Cm2 user who was way out of shino's league, before he could react.
He easily keeps tabs on shino from this distance and his bugs are accurately traced with great detail
While shino needs his bugs to be aware of neji.
Part1 Neji skips the distance and negs him.
Nb4 talks of shino bein able to replicate kido's feats and keep neji at bay, he gets stomped.
Same thing happens in scene2, only faster with neji' speed bein ranked in the same tier as hebi sasuke, 4.5.
And like it or not neji bein made jonin says alot about his skills and the level he reached compared to the k11, as u kno jonin is a tier above chunin.
