Itachi can oneshot everyone with Tsukuyomi or Amaterasu. Gaara is way too high. Jiraiya above Oro? If memory serves me right Oro was soloing him and Tsunade without arms. Kakashi is way too high. Sasuke and Naruto below the 4 Sound Nins? No offense but this list is terrible.

yeah Oro was strong! He didnt even use jutsu against the third except for hidden snake hand lol thats a good top 5 although I think kimmimaru could take tsunade
