This is by far the most accurate Top 15 for Part 1.

Tobirama and Hashirama were both seen in part 1.

They proceeded to fight on par and even have the upper hand at points against the 3rd while not even close to full power.

Yeah he could...

He was on par with kakashi...

And kakashi > Naruto and sasuke with ease ( i know abc logic doesn't work in most cases but it does in this one )
Also his water style counters gaara's sand...

They were completely mindless til the end so it doesn't count.

Zabuza should be more higher & Gara should be above Naruto & Sauske no diff .other than that , pretty good list .

why Tayuya ? ...

replace kurenai and tayuya with someone else.. like neji or sakon/kidomaru i'm sure they are stronger... ;)

Well... I don't really know about that...
Jiraya had a pretty impressive arsenal even back in part 1:

Dark Swamp
Toad Mouth Trap
Gamabunta
A few Fire Jutsus
Needle Jizo
And ofc Rasengan (Which was a pretty big deal back in part one :D)

Kisame might have a powerful sword, but I don't think he could handle on all with part 1 feats.
And on top of that Jiraya is probably both faster and smarter than Kisame.

He wasn't on par with Kakashi, he just put up some good fights. He got beaten twice after all.

And Kakashi isn't that much stronger than Naruto and Sasuke from part 1 feats, and at least for Sasuke I'm not even sure that he could handle him with what we saw from him back then.

About Gaara you're right, but that doesn't make Zabuza a stronger shinobi overall. And don' forget Tsunade as well. You really think Zabuza was as strong as her?

Isn't lightning > Earth Release's weakness? Not water?

And Zabuza defeated Kakashi, but if he were to fight Naruto & Sasuke with intent to kill with how they were feeling at Final Valley, Zabuza would defiantly lose, there no way he killing a Jinchuriki

Naruto already fought Garaa & won & Curse Mark Chidori totally destroys Garaa
