Part 1 Tier List

I wanted to do one thats a bit diffrent. (Im not trolling this time)

Conditions: Only Part 1 implications are allowed. Meaning Tsunade can't have Byakugo, Itachi can't have Susano'O, ect. ect. Part 2 power inflation brought part 1 up with its implications. Here, im making the tier list as if I had just finished reading part 1 and had not read part 2. Also, Characters have everything that was available to their arsenal.

Im also just gonna copy DemonicAvenger's format. Its the most universal and easiest to understand, you also dont run into problems with the tier names.

oro is more powerful,true,but they are still in the same tier list,also itachi admitted either equality or inferiority to j-man,so at least,j-man should be put below the other 2 in tier 0.

Quick question: Is this only judging them by the skills that we saw if them in Part 1? Or is this how strong they were in part one, like. . You take into account that Kisame could still fuse with Samehada in Part 1?

I hate one thing when people make these tier lists: the multiple versions of one character. It would be better if only the strongest version is included and that's it. I'm not asking you to take them out, but imo it only makes the list bigger which also makes it a bit boring because its harder to compare with our own opinion and overall confusing.
OT: Its good but i desagree with some places (inevitable).

Sasuke was running circles around Gaara his sand couldn't keep up, he's got Curse mark so his speed is even greater than before.

Kimmimaro was blitzing 0TK Naruto and his Kage Bunshin.

Naruto was at least able to visually keep up with CS1 Sasuke, its even shown in your scan.

Visually keeping up with someone means nothing if your body can't react to it.That 0TK Naruto wasn't able to touch 3 tomoe Sasuke.

3 Tomoe Sasuke wasn't blitzing Naruto. He was mearly reacting. 0TK Naruto was still "Faster" in a sense.

This is going off topic anyway. Gaara's Sand kept up with Kimmimaro who was far supeior in speed to Sasuke.

No, you have Lee 2 tier below Naruto Sasuke and Neji? big insult to him and I could talk about the bad order but idk if the order in the tiers are strongest to weakest, if so it not very good since you have weaker people ahead of someone that was known to be stronger than them.
