Are you serious? Sasuke can not keep up in taijutsu and his only jutsus are fire style jutsus.

Neji doesn't even need Kaiten at this point. 64 palms GG easily. Sasuke's speed would be the only thing about him that's even remotely troubling for him, but Neji has handled Lee on a daily basis for years and always came out on top and even kept up with Naruto in a KN0 cloak with minimum trouble whatsoever.

You could probably go even further and say that even 64 palms isn't needed, though it would raise the difficult level to mid diff most likely.
