OT: I didn't read most of the OP but it seems you were acting as if Naruto's Rasengan would have won in the rooftop battle, and Naruto used a Base Rasengan against Sasuke's Enton Chidori?

Oh, their opinions are perfectly alright. And WTF? Rasengan only did more damage to the water tank compared to Chidori because of the nature of the technique. The Rasengan has more concussive power due to its smashing nature whereas Chidori has greater piercing power due to its slicing nature. Very different techniques, but can be used as a counter for each other. A stone will do more damage to a glass than an iron drill. Doesn't make the stone stronger than the iron drill.

Rasengan = Chidori has been confirmed innumerable times in the manga.

Part 2 Rasengan = Part 2 Chidori

And Sasuke was disturbed and peeved by the fast rate that Naruto was progressing and getting stronger, that never implied that Naruto was at any point stronger than Sasuke. Just adding.

It really had no business in a hard hit match up between Rasengan and Chidori, and there is no way Amaterasu could enhance Chidori in a collision showdown. It was only added to inflict damage on Naruto as an attempt to kill him aside from the usual even clash. But it effected both of them since Rasengan backfired the flames resulting in both of them losing their arms.

I've read the whole chapter with complete understanding, so re-reading doesn't matter. I just wanted to know what you were referring to so I could fine-tune your perception.

I already told you that Sasuke was disturbed and peeved by the swift rate that Naruto was progressing and getting stronger, and this quote implies just the same thing. This statement doesn't at all imply that Naruto was at any point stronger than Sasuke. Sasuke said that Naruto had become increasingly strong, still not stronger than him though. The reason why that was bothering Sasuke so much was that Naruto was such a fodder in the beginning but was getting stronger and stronger, almost close to Sasuke, and Sasuke who started a top ninja had a sluggish rate of progression that a fodder such as Naruto was able to get close to him. That was Sasuke's main problem.

Naruto: "Cos I was envious of your skills."
Naruto: "I kept going after you cos I wanted to become strong and cool like you."

Naruto clearly admitted Sasuke being superior in skills. He said that he was envious of Sasuke's skills and ninja abilities, specifically. He specifically admired Sasuke for his ninja skills, and wanted to become strong and cool like Sasuke, unlike Sasuke whose envy was very different from Naruto's.

Sasuke: "It's the opposite... I was envious of you. You had a kind of strength that I was missing."

Sasuke was envious of Naruto, no doubt. But he wasn't envious of Naruto for the same thing Naruto was envious of him. It was very different. Sasuke said that Naruto had a kind of strength that he was missing. Now, that "kind of strength" is obviously not his power and skills, since Sasuke wasn't "missing" anything related to power and skills, in fact, it was always his focus and strong point. It's very much evident that he was referring to some other strength that Naruto had but Sasuke didn't have, and Sasuke had every strength concerning power and ninja skills, so it's definitely not that.

And if you want to know what strength Sasuke was referring to, Sasuke explicitly explained it in the very same chapter. And if you've read the chapter with correct comprehension, you'd have know that. In short, it was Naruto's ability to form bonds with others that Sasuke was envious of, but averted it thinking of it as a weakness.

Throughout the flashback, Sasuke was entirely thinking about Naruto's personality and his friendly nature that was comforting for Sasuke thinking of him as a part of his family. Sasuke especially emphasized on how he felt about this and said that Team 7 was like his family and he had a brotherly bond with Naruto. That was what inspired him the most about Naruto, and that was what he was referring to. Why would he emphasize on all of that if he was jealous of Naruto's power? It makes absolutely no sense. The difference is that Naruto was envious of Sasuke's skills as Naruto specifically stated, but Sasuke was envious of Naruto's ability to make bonds on which he capitalized.
