Like someone said earlier, shukaku wasn't at full power, gaara was sleeping atop his head-a difficult to reach but nonetheless vulnerable position not to mention all he had to do was hit gaara. Fighting with sand in the environment however means nothing for the 4th because he used gold not sand and the only ones known that are able to use sand are shukaku's jinchuurikis. More so, there's no proof that the village was backing him up...there's no report of shukaku's rampages killing anyone who helped fight it like in hachibi's and kyuubi's case. One, Shukaku wasn't even at full power when he awakened. It was stated that HAD he remained summoned longer, he would have eventually gotten to full power, and he was gaining power the longer Gaara was asleep and Shukaku was out.
However, keep in mind that Gamabunta is a "Kage" level summon. Naruto could only summon him due to huge chakra reserves. I'm sure someone like Kakashi/Gai/Asuma/Kurenai COULD summon him, but it would take a significant amount of chakra.
The Fourth Kazekage was able to handle Shukaku alone. On the night Yashamaru died, the Fourth ordered that the village be evacuated to "test Gaara.

The fourth Kazekage is clearly alone here. While it's pretty clear that he's not an outstanding Kage like we've seen others be, he was capable of standing up to a fully transformed Shukaku alone, with no summonings.
I do agree though, that Naruto was an exceptionally strong Genin in Part I (I don't really consider him a Genin now).

Kazekgae were mostly the weakest of their generation...
But I'd disagree with your point since fighting differently against a single opponent can produce different results.
