The Databook and manga confirmed that Sasuke's intelligence has always been superior to Naruto's.
According to the databooks:
Naruto Uzumaki-1/5, 1.5/5, 3/5,
Sasuke Uchiha-2/5, 2.5/5, 3.5/5
In the incipient, Naruto was creative in his battle strategies but lacked general intelligence and comprehension skills. Now, Naruto is extremely sagacious however.
Whereas Sasuke Uchiha was acknowledged as a genius and prodigy by his fellow geniuses and he was eventually able to surpass Neji's level of intellect(albeit by a slight amount and according to the slightly erroneous databook). He possesses the ability to calmly analyze a situation and hypothesize anent it. Naruto is a tactile learner as he executes strategies as opposed to theorizing about them.
Sasuke-theory, comprehension, and analysis.
Naruto-creativity and comprehension.
Naruto and Sasuke are now the most intelligent individuals.
Naruto and Sasuke are equivalent, that is undeniable.
