I'd definetly be close, but I think Naruto and Gaara takes it high diff.

Gaara > Neji

And without Kyubi chakra or Curse Mark i'd say Naruto and Sasuke are about equal.

So Gaara beats Neji then helps Naruto take down Sasuke.

Gaara would be just about equal to Sasuke and Naruto would be just about equal to Neji... Ehhh... Yea i'd say this would be pretty much 50/50 to be honest.

Back at the Chuunin Exams yes, but at the end of part 1?? Since then Naruto didn't only get rasengan, but he also became a stronger shinobi overall.

Go back and read his fight with Neji and his fight with Sasuke at The Valley of End. You'll see there's a clear difference in his strength.

still you cant compare part 1 base Naruto to Neji. Kaiten can easily block simple rasengan
