Lee is faster than Naruto when he went berserk after thinking Haku killed Sasuke..

8 Inner Gates and GG Haku. Crystal Ice Mirrors can't keep up with 8 Inner Gates speed.

Lee can use 8 gates only once because when he uses them his body suffers damage, so if Lee succeeds and breaks Ice mirror once using 8 gates, haku can form them again..

To be fair Lee will have to figure out the secret to ice mirrors first. If you go by power scaling though Lee's a lot faster than Haku (at least out of the mirrors).
