So its basically an Itachi with no MS and restricted amount of jutsu.
Itachi's basic skills are still higher, he is overall faster, hand signs are faster that sharingan sight
Kakashi is no idiot either., his Raikiri and summons, plus the restrictions are enough to give him a win.
Its a close fight with kakashi coming victorous only 6/10 times.
Katon its a perfect counter for a Raikiri user running straight to you.
