Who said it? Jiraiya, one who has been far from the village from a long, long time; so he couldn't know anything about Kakashi's strength level in that moment, and even less about Kabuto's level. Also probably Jiraiya was just trying to save Naruto's ass making him freeze hyping Kabuto's strength. Also who said it? Orochimaru, one who has been far from the village from a long, long time; so he couldn't know anything about Kakashi's strength level in that moment too. Also, if you compare part 1 Kakashi's feats and part 1 Kabuto's feats, Kakashi rapes him. He is faster, has better reflexes, is physically stronger, has better taijutsu, better genjutsu, better ninjutsu. But Kakashi feared because Orochimaru's evil and bad aura, not his strength; just think that if it was because of this strength, he should have liquified on the floor thinking about Itachi and Kisame, nonethless he jumped in the fight like a boss, stopping Kisame and ambushing Itachi, showing confidence; it's not like because he didn't show fear that part 1 Kakashi > Itachi and Kisame, as it's not like because he showed feat that part 1 Kakashi <<<<< Orochimaru. Remember also that when Tsunade healed Kakashi from the Tsukuyomi effects, she said "beaten by only two enemies... and I thought you were a genius" hyping him. With a really high level of speed and Sharingan precognition, even if part 1 Kakashi had low stamina (he could still use the Sharingan plus four time the Raikiri), Shunshin + Raikiri was already a strong S-rank asset, in combo with high level taijutsu, Sharingan genjutsu, Rasengan, Kage Bunshin skilled and quick feints, powerful Suiton like Daikodan and Suiryodan, Doryuheki and Suijinheki defense, Doton underground fast hiding and moving (something that in Shippuden Kakashi managed to use even against Pain and Itachi), a versatile arsenal of more than 1000 jutsu. Kakashi is maybe the smartest fighter in the manga, his tactical and analytical skill is incredible. His weaknesses were not having over-the-roof raw power, not having special hax, and having really low chakra levels for a high level shinobi.So based on feats and hype, part 1 Kakashi was already a hella strong ninja, really skilled, on low spectrum of S-rank/kage level. He had some great qualities but sure he had the drawbacks of having a really low stamina, but in that time he had the skill to kill strong people. Of course he had a long way to reassure his real level and upgrade it to what he showed in Shippuden and even more in the War Arc.

That's how I'd rank him in a Naruto Tier List Power Ranking. His level goes further above in fights where the starting distance is small and the opponent is powerful all around but not that much in CQC (as Kakashi can quickly attack him with speed, Sharingan precognition and genjutsu, Raikiri, skilled clone feints) and can go further down in fights where the opponent has powerful large AoE attacks because of part 1 Kakashi has very low stamina to use his 1000 jutsu pool at best.
