Not necessarily. The 1st databook covers roughly up to the 13th volume of Naruto which includes the scene where Kabuto cast the genjutsu.
I can also argument that Shikamaru only showed improvement when he fought Tayuya and that's where the 2nd databook comes into play, bringing up Sasuke doesn't prove anything.
No it didnt. Unless you go off of hype and titles and ignore feats which is what you're doing. Rank has nothing to do with how elite somebody is. Look at the Naruto. 2nd stronger character right now, but hes still a genin. When he was an academy student he beat a chuunin. Genin Neji, Naruto, Lee, Gaara, and Sasuke could all beat chuunin shikamaru. In fact genin Sasuke was stated to be chuunin level himself. Naruto basically solod an A(Jonin) ranked mission, etc. Titles and rank dont mean anything. Being one of the 7 swordsmen means nothing when none of them can beat anybody worth a damn except Kisame. The gap between them and Kisame is huge though. I know this not because of titles and other meaningless crap, but his feats. Kabuto revived him because he needed all the help he could get. Anybody better than a zetsu fodder would be a great addition to the team.
The typical Naruto/Sasuke rank excuse. Unlike those two, Zabuza was created at a time when rank meant something and represented a certain level of skill and strenght. In fact, it was through him that we got to see what Jonin are capable off. Unless you think Kakashi is fodder too.
And how on earth is Naruto supposed to be promoted when he doesn't even take the CE?
Being one of the 7SotM means something when Kishi makes it seem like its something important. They're hyped for a reason.

I will admit I forgot he was armless, nonetheless he still is not an impressive ninja. Taking 40 handsigns do a jutsu, getting toyed around with by part 1 Kakashi, being weaker than all serious villain ninja that come after him. No he is not impressive. The strongest ninja of part 1 are Itachi, Jiraiya, Kimimaro, Orochimaru, and Kakashi.
Who cares how many handsigns he used. In the context of part one, for a Jonin that was a great jutsu.
