Chakra scapel and such would mess him up.(if you are considering base feats to be excluding kyubi cloak)

I would agree if naruto had anything kn0 and above, but he only has base feats. Kabuto seems more likely as the victor

base naruto's best part 2 feat is the battle with deva path. such a fight is beyond kabuto's level. naruto rains some rasengan hell down on him
