Sakura had knowledge on how to increase speed by extrimating chakra to the bottom of her soles.
She was too fast for Ino in the exams whereas everyone among the audience could effortlessly visualize Hinata VS Neji...........I'd give this match a mid difference win to Sakura.

1. Sakura especially with Naruto's cheering her, Hinata would faint and give in without even trying. Since we're going by character.
2. Sakura Hinata knows GF but she hasn't shown the ability to use it like Neji at this point in tine. Against non GF users you have to fight similar to Neji vs Naruto.

Hinata may win round 1. However, Sakura is a perfect chakra control user, and have weapons + body flicker and substitution barrage.
Hinata have no counter for being attacked at all angles with kunai, because she have no rotation.
A bloodlusted Sakura literally took on 3 people, stood up to Gaara, and stabbed without remorse. Sakura may have academy jutsu but she isn't afraid.
