Paper Ninjutsu ( Kami Ninjutsu; Literally meaning "Paper Ninja Techniques" ) refers to a field of techniques which specialize in the utilization of special Paper. Users mold and shape their chakra into small pieces of paper, which they can then manipulate freely.

- Users of Paper Ninjutsu are able to passively manipulate paper up to short-range, causing it to levitate around them, but they can also launch it like shuriken and without seals in short-range up to B-rank.
- Konan is able to apply explosive tags to her paper passively adding +20 damage.
Restrictions:
- Can be made any rank.
- Counts as a Advanced Ninjutsu
