Paper ninjutsu was created my Koran. It's the ability to control paper and change their shapes into anything the user chooses. The user can also have their body form into paper and usi it to move around and avoid damage. Konan showed you could have an ocean of paper and combine it with explosive tags to make them more dangerous

(Origami No Jutsu) - Paper Folding Technique

Description: A basic yet pretty useful technique of paper ninjutsu. User would utilizing their paper manipulation skills create different kinds of animals which size varies from smaller ones to the ones bigger in size. Depending on the size of the animal also will depend number of them able as to be created. With smaller ones which approximately reach size of a domestic cat, user would be able to create up to 15 costing them 10 chakra points. When it comes to medium sized animals, user would be able to create up to 10, each reaching size of a lion and costing user 15 chakra points. The biggest animals that are able to be created with this technique can reach size similar to the one of an elephant and overall their number can reach 5 costing 20 chakra points.
A basic and useful Paper Jutsu. It allows the user to to manipulate paper and create between 5-15 animals depending on the size. The smaller the paper animals are the bigger they can be while the large the less you can create. Could use this to make animals to distract the opponent while you attack with a different attack. You could also combine this with fuuin so when they animals attach to the opponent they can attach sealing tags on them or even summons or edos. Even tho its made short range from the user Im assuming they can go out and reach a farther range.

THIS JUTSU! Really love this jutsu since it can be used as a sub jutsu and better since it can reach long range. Furthermore, if user so wishes they can mix explosive tags with normal paper sheets for increase of fatality of clones.
This is a clone and exploding clone jutsu in one! You create a paper clone that could use paper jutsus and basic taijutsu. I would use this in combo with my tags that way she an opponent gets in short range of the clone the clone's could break down and explode getting the opponent in short range of them. I would also try and make a custom so that these clones could gather senchakra for me xd

Description: User of the technique would release multiple sheets of paper which shape they manipulated into one of shurikens and levitate them around their body as to form a ring before releasing them towards their target.
The user creates a ring of paper shuriken around them and than releases them at the opponent. Kinda reminds me of one of my water cjs but useful to release multiple shurikens specially against lightning shurikens ^^

As the whirlwind forms, the paper sheets cut and shred anything inside it. The user can make the whirlwind with explosive paper tags, adding +20 damage to the technique by making it explode on will.

Pretty sure this was shown in the Naruto Storm games lol the user creates a whirlwind of paper around the opponent that cuts and shreds the opponent. By using my explosive tags the user can cause the paper to explode adding more damage to the jutsu. I would use the cutting ability first and than let the tags go off getting the most out of it

Description:
Using her high origami and ninjutsu skills, Konan can turn her body and clothing into many sheets of paper. She can control and reshape even parts of her body with sheets at will, making such forms as weapons for attack, streams of paper sheets to attack from a distance, butterflies or other seemingly "sentient" paper animals for spying or combat, paper airplanes for quick transport, or simply covering her enemy in sheets of paper, restricting and asphyxiating them. It was this technique that gave birth to her nickname "Angel" as she often shaped her body into sprouting 2 large wings from her back, which she used to fly and maneuver while airbourne. As her body turns to paper, she becomes very light, able to gently hover above ground on will. This paper is seemingly expendable, including parts of her body converted to paper; and how much paper she can expend depends on her chakra reserve. She can also hide explosive tags amongst her papers to add a deadly surprise to her attacks. While using this technique, Konan is virtually immune to physical damage and as long as some sheets of paper remain, she can reform, granting that she has sufficient chakra for it.

The grand daddy of paper jutsu! The user will turn their body into paper and can form things from their body. They can also create wings and hover and fly like an eagle xd they can also use it to cover the opponent in paper. Can hide explosive tags in the paper making it more dangerous for opponents to get in short range of you. The user can reform as long as their paper and enough chakra. The suer can also create sentient paper animals and use this to move long distances and to spy on opponents. Downside is Im stuck to only paper jutsus while this is active.

Description: Taking per advantage their ability as to manipulate paper sheets, user would hurl towards their target a wave of paper flowers which would burst into petals creating a violent tornado able to consume the intended target.
Basically launch a wave of paper flowers that burst into petals that than form into a tornado to consume the jutsu. Straight forward and could see myself use it.

After turning the body into paper the user releases a mass amount of paper to create a vortex of rotating paper that attacks anyone in range of it.

Basically a tool jutsu for paper where the user takes paper and shapes into any form they need to. This doesnt require to turn the whole body into paper and is very useful since it goes off by imagination.

Description:
After using Dance of Shikigami technique, Konan will stream, unknown to her enemy, a multitude of explosive paper tags, from her body to the ground. She can use this in any natural terrain (water, mud, sand, rock, etc) as she infuses her tags to merge with the ground, unknown to her enemy. Even doujutsu or sensory ninjas will not notice the first step of the technique. As this huge mass of paper tags builds up, Konan cannot use techniques above S-Rank and can only use 2 techniques per turn. Having set up the technique, Konan can then at will, open her arms, separating the multitude of paper tags and forming a gigantic fissure beneath the opponent. As she reveals the technique she had setup, the ground beneath the opponent is now mostly made up of explosive paper tags, thus enabling Konan to produce the fissure. As the opponent falls into the gigantic fissure, paper tags from the fissures walls will rage towards him, clinging on to him. Konan can then trigger the explosion of the tags. They don't, however, all explode at once. Instead, they keep streaming towards the opponent and exploding as they come close enough to him. The technique lasts for 3 turns, doing less damage each turn passes, starting with an 120 damage for the first turn, 80 for the second, and 60 for the last turn. As the technique is triggered, Konan is left unable to use techniques above A-Rank until it ends. The technique however, damages Konan due to the strain it puts on her body to mold such a large amount of chakra and she can only use it once per battle. To defend from it, the user must either use a space time technique that enables him to escape the technique's massive size or to use some sort of constant protection technique that he needs to sustain during the length of the technique.
Note: Can only be used once by Konan bios and takes two full turns to set up.
This was the jutsu Konan used against Obito in their fight and is a great jutsu. Doujutsu and chakra sensors dont even notice the paper being funneled into the ground which is great so they wont be expecting it. The jutsu last for 3 turns doing damage that does decline as it goes but is a jutsu that requires only two ways to defend against. Tho while using this the user can only use A rank and below and 2 other jutsus. After it is finished the user will get strained and this can only be used once per battle. This also takes two full turns to set up.
