I mean I post in the pairing thread daily but I'm not going to go ahead and say that Kishi is actually good at writing romance.

I think its about time you start saying it. Since he wrote Shikamaru X Tamari beautifully.

Kishi is flimsy AF when it comes to pairings.

Maybe because the manga is an action genre and about ninjas and fictional powers and not about romance.
But i still strongly disagree with your statement.

yeah i agree with you that they help with the drama, but during the almost 700 chapters of naruto we had, there has been barely any romantic development in pairing regards, if you dont pay attention to the romantic development alongside the story and at the very end you just make up the pairing out of nowhere i would look weird, the romantic tension was not built up during the story
