This is rather vague and black rods arnt necessarily Uchiha specific. Nagato isn't Uchiha but could use them. Why? Because of is Uzumaki heritage and the lineage of Senju and Uchiha. So essentially you need to have DNA of both Uchiha and Senju, based on what the manga has told us.
