I'm slightly confused, didn't Oro summon Minato and Hiruzen even though both were sealed?

Oro wins with any edo kages who is hashirama and minato and pain wins if the edo is hiruzen. If the edo is tobirama it can go either way. All of oro's jutsu is useless here except his edo's.
