Nahh, 3rd Raikage beats Deva Path. He can tank any Shinra Tensei. He can tank Chibaku Tensei. Bansho Tenin would be suicide for Deva Path. Raikage is fast so he could take advantage of the 5 second interval.

Deva > 4th kazekage (4th kazekage lost to Orochimaru LOOOOOOOOL)

Deva > Muu (Muu's only tech is jinton and fission), Jinton can't charge faster than Deva's 5 second interval

Trollkage > Deva Jouki boy is a fast bastard + Clam's genjutsu has him beat.

3rd Raikage > Deva Deva will only use Chibaku tensei as a last resort. 3rd raikage is tank machine, he'll kill Deva before CT can be used.

6 paths > All except Trollkage - As stated Deva alone can take Muu and 4th kazekage. 3rd Raikage loses here due to combined attacks overwhelming him, I could see his soul getting ripped out honestly.

Trollkage > 6 paths - Genjutsu beats their bushes around. Joki boy solos all of them except Preta and Deva. Genjutsu makes these two cake.

Pain used a technique to make it rain in Amegakure which let him detect Jiraiya. Trollkages Genjutsu acts differently to other Genjutsu;s, and Gaara managed to find the clam with his Sand Sensing, which act's similarly to the rain tech. Once he's found the clam he can destroy it.
