When Pain attacked the leaf and talked to Tsunade, he decided to show what real pain was to the people of the leaf, so he summoned the other paths out of the leaf and only left the deva path inside the leaf because the technique he would use required too much chakra therefore he wouldnt be able to use the other paths.

But also there's an inconsistency, when the deva path started floating in the air, it took him several minutes to gather enough chakra and get to a high enough point so the technique would be effective, but since he was molding chakra and was floating in the air, that should have made him an easy target, he was in the middle of the air, he was molding chakra therefore shouldnt be able to dodge or block any techniques, but nobody even tried to shoot him or take him down in that moment.

That was the perect moment to take him down, tsunade could have commanded everyone to shoot at him at the same time.

Well, i think it would take time to find someone with high long range justu or with high level taijutsu that can fight properly with deva path pain. Plus, pain already killed many high level shinobi, take Kakashi for example. Almost killed chouza. And who said he cannot use shinra tensei in mid air to proiect himself? Then, when he was high in the sky and no one can hurt him, he can destroy the village.

There was obviously a reason Gai was away, it'd have been bad writing if Kishi didn't use his 8G at the time, and even worse if he used it and still lost.

What would they throw at him. Even if he was motionless by gathering chakra he had a lot of chakra to perform a Shinra Tensei and repelled them all. The only way to strike Pain from that distance is to use FTG or have 8 Gates Gai speed and blitz him.

I obviously know that, but it would shit on the whole sequence of events if Gai won since Naruto wouldn't have talk-no-jutsu'd Nagato. Thus Kishi wouldn't have made Gai remotely close to what he made him vs JJ Madara and Pain would've beat him since the only thing beating Nagato was going to be Naruto. Had he not, Rinne Tensei wouldn't have happened, and everyone would be dead.

air palm was a mid range attack,no one could do jack to tendou,only kakashi with kamui or guy,and both were not present,kakashi pary dead,guy was chilling with his team,gathering chakra doesnt mean one can't use his technique,so any tech gets blown away
