Pain alone is top 10

I think Pain is hella underrated he took on narutos 7 tail without even trying, he would have made naruto go full 9 tails, untill plot no jutsu Minato arrived, where would you place him amongst the top 19 shinobi.

the six paths of pain are dead bodys controlled by jutsu so they cant be classed as top ten thats why nagato is on the list and besides pain only fought 6 tails and he could barely keep up

and whats with all the hate towards minato seriously you need to give it a rest oh and everything in naruto is due to plot the same with every other manga/anime
