Well she is one of the strongest women for sure.She can beat Hidan and Zetsu without any difficulty.If she would face Tsunade or Mei she would need a loooooooooooooooooooooooooot of prep time to fight against them.Otherwise she would lose.Tsunade is overall the strongest thanks to her yin seal jutsus and Katsuyu.
Many people believe Konan is the best Konochi in the series. This could not be further from the truth. Actually she was the weakest in akatsuki aside from zestu. Im not character bashing just sharing my opinion. I dont believe she is as strong as many would make her seem she is. heres why i believe what i believe.
These are pretty much her main form of attack.Paper projectiles in which she manipulates the shape and speed. And Exploding paper bombs with the ability to manipulate them aswell.

This paper is seemingly expendable, including parts of her body converted to paper; and how much paper she can expend depends on her chakra reserve. She can also hide explosive tags amongst her papers to add a deadly surprise to her attacks.

Pros:
~She can also gain the field advantage with her ability to fly.
~She manipulates paper explosives to give her a destructive sense to her offensive when using her origami manipulation as well.
~She shows an extreme amount of mental ability. she seems to have excellent battle planning ability.
Cons:
~She has no elemental usage or genjutsu at her disposal.
~he attack and defenses are limited for someone of her skill level
~As far as her defense, she seems to have a weakness against oil. The immobilization of her paper is a huge
weakness because all of her jutsu usage is stopped if she cannot use her paper. [though she does show a significant resistance to water. water does not effect the use of her paper.]
Her best attack performed was her paper ocean jutsu

However this technique requires prefight preptime, and can only be performed on the ocean or a large body of water. With that said its unrealistic to say she can perform this jutsu anytime she pleases and should not be used in versus threads for these two big reasons.
Conclusion:
~With a limited ninjutsu/attack ability and an easy exploitable defense, its clear to see konan is not the greatest konoichi everyone believes her to be.
~She was the weakest in akatsuki aside from zetsu.
~Konan is mid to high jonin level NOT S rank like the rest of akatsuki.
Even though Konan did practice her plan and prepare everything, you still have to admit she pushed the likes of Obito into using Izanami. However the problem is that didn't improvise and that's where her downfall is. If she did have, she would be without a doubt the most skilled female ninja alive.
Sakura is quite powerful, and has the mind set and potential to shatter her own boundaries. She has inherited Tsunade's healing skill and ability and will certainly prove difficult to handle in the foreseeable future. But that's the problem really; this isn't the future, and she isn't at her prime yet.
Ino will also get a good power-up. She's Sakura's rival and both of them will keep on competing to see who is better. There is a possibility that she too will get Tsunade's healing jutsu. As one gets stronger, so will the other, just like Sasuke and Naruto.
Hinata will most certain enhance her use of byakugan and gentle fist; she wants to be noticed and acknowledged just like Naruto. Whilst being shy, she will be brave and fierce when everyone is in need of her help.
Karin will always remain the way she is.

OT: I agree, she is overrated, but with prep time she is a top 10 character. Without it however she is weaker than Tsunade, Mei and the other female jins.
She's not the best but you underestimate her. I like how you didn't mention she can wrap you in paper and suffocate you or blow you up, or that she's basically immune to damage in paper god form since you have to find the real her among paper
