I'm sure the editors *****ed about Tsunade being to strong, like they did with Pein, and they needed Madara.

Tsunade is pretty powerful
I made a thread about them being the strongest material in the NV, it got deleted and I got infracted. That one guys said it was ridiculous. He was probably made because his fav gets kicked by Tsunade.
