While bijuu were once part of juubi which was nature energy by themselves they are not, otherwise when naruto would use kurama chakra it would have been BSM by default and not BM.

And Sasuke is blind without Itachi's eyes and weaker than Naruto before the Sage's powerup; so what's your point? Take away all powerups and Sasuke loses sooo much power and jutsus compared to Naruto so what's the point of that?

O.T. When Naruto had Yang Kurama he would gather more chakra the same way Naruto gathered Natural energy and the Juubi which all Bijuus come from uses natural energy so there were foreshadowing and comparisons if you looked for them.
