It was done by 1 of the animators of Naruto (forgot his name) The first 1,000 people who bought something (again I forgot what lol) received this short OVA made by 1 of the actual Naruto animators.

This is an OVA, Original Video Animation, it has nothing to do with the manga directly, it didn't happen in the manga, it was made if I remember well for a Naruto shop, if you buy a shirt you'll get a dvd with this movie for free.
They're just arousing attention because ...................... are looking weird.
But it's definetely a nice video.
