If Nagato was able to revive everyone he killed in konoha with the Outer Path: Samsara of Heavenly Life Technique, Why didn't he revive Yahiko after he died?

Yes, he revived all of Konoha, and most of them were killed by falling buildings... (it was his technique that caused that but whatever...)
I guess he didn't revive him because he didn't know how...

Ok to rephrase it he can only kill people who die by his hand or because of the effect of something he did. Although it would be more clear if someone else killed people in the arc where pain attacked Konoha.

Not really ... we know for sure that time is what matters when it comes to reviving people... if time passes they can't be revived anymore.
If he can only revive people killed by him or not is our question/theory ... nothing about that was mentioned in the manga.

i think he didn't know how within the timespan that he could've, but to compensate for his ignorance, he tried to make up for it by giving Yahiko 'new life' as his Deva Path.

Because in the manga, Madara expected Nagato to revive him using this technique and I don't believe Nagato could've kill Madara back in his childhood.
