Tsunade, A, and Onoki need to die.
Gaara needs to survive because he's too young and Mei needs to live on because no one in her weak village could replace her.

mei and gaara should survive , they have nobody strong enough in their village to become a kage if they where to die
ei can easily be replaced by darui or bee (not that either of them would take the kage position),tsunade for kakashi or naruto
and ohnoki for kitsuchi

Killed: Tsuchikage and Tsunade, both of them need to die mostly the Tsuchikage, it would have a great impact on the story and Oonoki needs to die a honorable death.

Survive: Gaara and Mei

Kill Tsunade. Any other Kage dying right now seems too out of place.

Onoki needs to die too, the old guy always seems to die in most of the shows and anime I watch so I see Onoki dying too.
