a confident, firm, strong minded leader (he also cares a lot about his comrads, remember he tried to teach that to kakashi). he doesn't have to be going through internal conflicts to be interesting (unless of course you think otherwise). he knew who he was and used his power for the sake of his people, so some other people think that minato is cool and look for different things in a character's personality than you .....

i can also tell you that he was funny and liked to joke around. remember in the anime when he told jiraiya that he developed the rasengan and that took him three years, then jiraiya came to minato two or three days later (can't really remember) and told him that he did it, minato's reaction was priceless (actually the hall scene was funny).

Tsunade has personality. Her backstory is not too bad.

I'm actually between Oro and Tsunade in this question, but then again 'more personality' is a pretty generic wording that everyone can interpret as they wish. Tbh I can't say Naruto has a lot deep characters imo... :/

Itachi has a deep character too... >.<
