The Ōtsutsuki Clan (大筒木一族, Ōtsutsuki Ichizoku) is an ancient clan originating from another world, having arrived to the Earth over a thousand years ago. Several members of this clan have heavily influenced both the shinobi and the world at large with their actions having shaped the world into what it is today. Kaguya Otsutsuki arrived to the earth and gained the power of chakra which she used to unify the world and later generate even greater chaos. At the defeat of Kaguya by her son's Hagoromo and Hamura, her body and chakra were both sealed off, with the latter being sealed in the moon. Hagoromo, known as the Sage of Six Paths remained on earth while Hamura and the rest of the clan went to the moon to guard Kaguya's body.

A great deal of the clan is still shrouded in mystery, especially concerning their
abilities, however, it is presumed that the Otsutsuki were the original holders of
the Byakugan and the creators of the Puppetry technique. While specific key members of the clan have been demonstrated to possess many of the powerful
kekkei genkai attributed to most other clans, it does not appear as though such
abilities are prevalent in all of them. One ability, however, which seems to be
distinct and unique to the Otsutsuki clan is the Tenseigan. The Tenseigan is a
dojutsu that is said to be the evolution of the Byakugan that can only arise in
members of the Otsutsuki clan who possess the Byakugan. Because of members
like Momoshiki and Kinshiki, who have lived for centuries, the members of the clan appear to possess great longevity which allows them to retain their youth and power much longer than humans. Considering they themselves aren't human, the Otsusuki clan possess very distinguishing physical characteristics such as their pale white skin, horns and the white eyes of the Byakugan.

Description: As the founders of the puppetry technique, the Otsutuski clan have made great strides in mechanical engineering which has allowed them to make various multi-purposed puppets. However, they've also made strides in the manipulation of these puppets, granting them the ability to utilize their puppets remotely and without the need for chakra strings. Otsutsuki shinobi are capable of embedding their chakra into their puppets to allow them to act on their own recognizance as pseudo-sentient beings, independent of the user's direct control. Because they are free enough to act independently they simulate robots or clones in this regard. As a result, the puppets are free to move about at much longer ranges than they would under the control of chakra strings. However, due to the advanced chakra manipulation required for this technique, the user cannot cannot use any sort of clone jutsu whilst their chakra fuel the puppets. The user can control up to 3 puppets in total with this technique and can maintain it as long as their chakra allows them to.
Note: Puppets used under this technique have the same freedom of movement as any other sentient being (clones, summons, shinobi, etc).
Note: For humanoid like puppets, aside from their mechanized capabilities, they are allowed to use ordinary, non-chakra oriented taijutsu.

The Tenseigan is Otsutsuki Toneri's default eye state, it's unable to be deactivated for him.

I doubt I'd be able to use the first technique, the second on the other hand is the Otsusuki clan abilities to control puppets autonomously without the need for traditional chakra strings. These are mechanized puppets that are similar to sentient beings, clones and summons in all capabilities. Clan members are able to control over 3 puppets as far as long range. Every puppet has it's strength and weaknesses explained in the description, however, the user is unable to use clones as long as they're active.

For the first, the user raises their hand to control gravitational forces which creates a moderate sized sphere of 30-60 damage from a nearby debris. It could pass as an earth technique as it can be sent downwards on a target like a meteor. Could be handy.

The second is actually similar, only difference is that this debris creates a floating sphere that can be used for flight. The user basically stands on a floating platform that needs to be constantly fueled with chakra. Since Toneri has the flight technique, I don't think this will be used often.

For the first, while the Tenseigan chakra cloak is active, the user focuses it into his dominant hand and creates a green orb which is sent to the target's body. The green orb absorbs -100 chakra points from the target's chakra pool and leaves them unconscious. Alternatively, this can be used offensively, like a rasengan ball that creates an explosion and deals damage.

The second is the actual Tenseigan technique. Known as an evolved Byakugan, the user sacrifices the usage of Gentle Fist techniques in order to gain attractive & repulsive forces like the Deva Path. The Tenseigan is par with MS and also has it's special Chakra Mode which increases his speed and power significantly.

Toneri is unable to deactivate his Tenseigan by the way, isn't that chilled? xD

1. This is a special mode that's characterized by a cyan colored chakra shroud and the popular Truth Seeking Balls. Being an heightened transformation, the mode has a distinguished appearance as the shroud constantly releases flickering flames of chakra. Apart from the Truth Seeking Balls and their indispensable abilities, the chakra shroud provided a +40 boost to the user's Ninjustu & Taijutsu as well as increasing his speed to the extent that he surpasses well known Speedsters. A pretty handy technique!

2. This technique creates a green colored sphere that's similar to the Rasengan in appearance. These spheres are able to temporarily take control of an opponent's body if contact is made, and although they'll basically become puppets, control over them has significant limitations. Upon contact, the user is able to read the victim's mind, can cause physical damage/effects, and can be released from other puppets in the user's control. An effective technique if used tactically, although all the usages can't be achieved at the same time.

( Tensei Suiryoku ) - Reincarnation Thrust
Rank: S
Type: Supplementary/Defense/Attack
Range: Short - Mid
Chakra: 40
Damage: 40 - 160
Description: The user will repulse and push away anything around him up to a given range, in all directions, producing an omni-repulsion effect. The force and repulsive effect is absolute, affecting both energy and matter alike. The technique itself can be used with different ranges/sizes, depending on how much chakra the user spends for the technique and can even, in its smaller form, be sustained, forming a static defensive field instead of a wave-like effect.
Shōkibo - Small Scale: the user will push away anything around him up to short range. The offensive power in this size is not that high as it hits opponents but can still do severe damage. It isn't, however, fatal, boasting a physical 40 damage. If the user focuses this ability with the help of his hands he can sustain a defensive absolute repulsive field around him. He can't, however, do any technique while he is sustaining it and he can only sustain it for 2 turns. Once used, takes one turn cool down to use gravitational related techniques again.
Chūkibo - Medium Scale: the user will push away anything around him up to mid range. The offensive power in this size is severe, sending opponents flying backwards with enough force to, if not defended properly, leave near fatal physical damage. Although not directly fatal, the technique boasts a physical damage of 80. If the user focuses this ability through one or both hands, he can push away a specific target or technique alone, instead of producing the normal omni-repulsive wave. Once used, takes 2 turns cool down to use gravitational related techniques again.
Ōkibo - Large Scale: the user will push away anything around him up to long range. The offensive power of the technique is devastating and anything in its path that doesn't manage to defend properly is left obliterated. Its fatal if unguarded, boasting a physical damage of 160. Using this techniques poses a great deal of danger to the user as he damages his chakra pathway itself to be able to mold sufficient chakra to perform it. Once used, the user loses the use any gravitational related techniques for the remainder of the fight and is unable to mold chakra for techniques above A-Rank for 5 turns.
Note: The technique is immune to normal Elemental Weaknesses and Strengths and as such can't be blocked or stopped. However, the enemies can still use techniques that prevent or reduce physical damage to their bodies to survive its effects or escape its range through a fast enough technique. This means that in the large scale, while the technique can't be stopped or directly countered, enemies can still manage to survive if they logically counter.
Note: Can only be used by Tenseigan Bios.

( Ginrin Tensei Baku) - Silver Wheel Reincarnation Explosion

Description: The giant golem was a creature that resided on the moon alongside Toneri Ōtsutsuki. Prior to being animated, it was a stone monument made in Hamura Ōtsutsuki's image.
The golem's body was originally a stone monument to Hamura carved into a rock wall over a shrine, but was transformed into a living entity, allowing it to separate itself from the cliff's side and to crawl using primitive stone arms. As such its appearance resembles that of Hamura's, complete with the horns and six magatama designs carved on its collarbones, resembling the necklace worn by Hamura himself. Several large glowing orbs appear to be embedded in its back. The golem was able to fight hand-to-hand, and temporarily overwhelm Kurama, the strongest of the nine tailed beasts. It was durable enough to survive high damage, requring a significant amount to destroy it. It can also regenerate any damaged piece of its body, making it very difficult to defeat. Perhaps its strongest ability is to manipulate gravitational forces to draw meteorites from space, similarly to Madara's Rinnegan ability. Due to it's size and physical power, it can withstand up to A rank jutsu completely, taking no damage at all. It can also take the force of up to 2 Forbidden level techniques, taking little damage from the result. Differing from normal summonings, only those with the Tenseigan are able to summon the Statue of Hamura, paying tribute with their own chakra instead of blood sacrifice.
Note: Only Tenseigan users can summon the Statue of Hamura.
Note: If the Statue is summoned, both it and the user cannot make use of gravity based techniques in the same turn.
Note: Once per turn, the Statue can regenerate damage done to it by up to 60 damage. This can allow it to grow limbs back if removed and can be done up to 3 times. Counts as one of the user's three jutsu per turn.

( Kinrin Tensei Baku ) - Golden Wheel Reincarnation Explosion

Description: While using Tenseigan Chakra Mode, the user focuses a tremendous amount of chakra into one of his Truth-Seeking Balls and grasps it in his hand to create a giant golden sword of pure chakra of comparable size to the sword of an unstabilized Susano'o, capable of easily slicing the large mountains in half with a single swipe. He could also focus it into a single blast, capable of destroying near anything in it's path. If the user does not have access to the Truth Seeking Orbs, he is able to use his Puppet Cursing Technique spheres in their place.
Note: Can only be used with Tenseigan Chakra Mode
Note: Can only be used two times, each time preventing further use for.2 turns.
Note: After using, the user cannot use any Tenseigan based jutsu besides the Chakra Mode for two turns.

1. Very similar to Nagato's Deva Path's signature repelling move. Using his gravitational powers, the user will repel and push everything around him in all directions capable of affecting both energy and matter. This technique comes with three different applications, each described by it's strength and how it works..
