we obviously know Tsuki=moon. So what does Otsu mean?

Otsu (乙) can mean a few things.
It can mean 'the latter' when used in a sentence properly.
It can also mean strange, quaint, romantic, witty, chic, and even tasty.
The most common use of otsu though is used as slang and means thank you, goodbye, and sometimes but rarely hello.

Otsu: capital, Shiga ken (prefecture), southern Honshu, Japan, on the shore of Lake Biwa. A castle town established by Toyotomi Hideyoshi in the 16th century, it is situated at the junction of ancient highways, including the Tokaido ( Eastern Sea Highway). Otsu has long been a gateway to Kyoto and a centre of transportation. The city contains the Ishiyama-dera (Ishiyama Temple), associated with Murasaki Shikibu, author of the 11th-century novel Genji monogatari (The Tale of Genji), one of the great classics of Japanese literature. Industries produce electrical appliances and textiles. Pop. (2005) 323,719.

This is from two different sources. I highly doubt it means, strange, witty, chic, or tasty. It could mean "goodbymoon" signaling the end of the world as they know it, or it could mean "hellomoon", meaning welcome to the new world. Or it could mean "thelattermoon" meaning the second of two things, the second of two moons. Or it could mean "Citymoon" or "Mooncity" since Otsu is a city in Japan. Honestly, I have not a clue what it means, just guessingLol.
