It's not a genjutsu world. He just put Kakashi under genjutsu in the previous chapter (629) when he activated his eye:

He activates genjutsu on the bottom left.

Could have been but the Sharingan activation on the previous chapter disproves that the Genjutsu used on Kakashi in this chapter was from the dimension, but from Obito's Sharingan. Although another dimension created by a Sharingan tech could possibly hold some Genjutsu ability to it we have not seen yet.
