It's said to be Orochimaru's strongest technique but it's a lot slower and weaker than base Orochimaru who's almost as fast as Kyuubi mode Naruto
He even managed to do this

while the mighty Yamata wasn't able to do anything except standing there and waiting for Itachi's Susanoo to rape him, let alone that it was actually slower than KM Naruto
sick dying Orochimaru > ultimate overhyped dragon god mode Orochimaru (though Itachi rapes both but that's another story)

why not? He kept up with the kyuubi and punked it. When he changes his legs into snake belly he moves extremely fast... the fact is, we've never seen the dude go serious so everyone underrates him and think he's slow like wtf..
