The eyes would have been much, much weaker without an Uchiha body. On top of that, it's highly likely Orochimaru wanted to evolve his future Sharingan into the Rinnegan. He probably couldn't do that with just the eye alone and a host body.

him just having the eyes is the same situation as kakashi, you can use it, but takes to much chakra...thats why he needs a uchiha body or senju, which he know has!!!

probably just the sharingan wasn't compatible for his weak body...or maybe he wanted the whole uchiha body for more effective usage......and he didn't use hashirama's dna on himself because than dna might have a side effect on him....

Ok so,

Orochimaru didn't want just the eyes, he wanted a pure uchiha blood line limit!

He read the tablet so he knew that you needed Pure DNA uchiha, plus Pure Senju DNA to get the ultimate eyes.

Thus allowing him to get the Rinnegan and realizing his goal of learning every single ninjutsu out there.

he just doesnt wants the sharringan, he wants the body too. plus those times oro can't give a f*ck to danzo cous danzo would control oro from shisui's eye. so danzo forced oro to do it.

Danzo did not have the chakara to use the eye... He needed orochimaru to help him. Oro did it at his own will. He didnt do it on himself because he likes to experiment, also because it wouldn't be as useful since he doesnt have uchiha blood, he would be a really watered down Kakashi.
