Orochimaru's old EDO was weaker?

I've heard/read in many places that when he was fighting the 3rd that it was a weakened version on the 1st and 2nd. It even says it in Naruto wiki, but on there it does not have the reference page. Anyone know when he stated that? Or have the page to show it?

Also Tobirama stated that him and hashiramas power is almost full power right now compared to the last time in part 1.
