Oro has these things that can make him OP af.

-JJ madara's lower body
-Madara's corpse
-Juubi pieces
-Shin
-white zetsu corpses

All of these will transform oro into his ultimate form, a form with power far beyond that of kaguya's. That power is....

He created Mitsuki and Shin in attempt to be their parent and watch them develop like Sasuke. I believe Kawaki is the closest he's gotten to recreating the power of Kaguya's descendants.
