Because when he absorbs the body he still takes it on his form orochimaru's arms we're sealed not physically but the soul part of his arms
When he takes on another host the host soul is still there thts why he has to change every three years cuz the soul starts to reject him

The reason why oro arms is important is because he honestly is ninjutsu based fighter (snakes too) and it gives him excess to his full arsenal
Witch is 10x amount of Kakashi witch is 10,000 ninjutsu in his arsenal

Not to mention it gives him 3 Edo kage completely under his control...

They were sealed with the reaper death seal. He recently got them back though. You need your own arms to perform jutsus

I don't know. I guess it's the fact that his arms held some part of his spirit within them. The part of the spirit that held all the knowledge of his hand sealed based jutsus.
