Orochimaru's Arms?

Okay so we recently saw Orochimaru revive to 4 hokages, and get his arms back. So if he had the scroll, and he knew the procedure, why did he wait up until now? It's just strange he went through so much suffering with his sealed off arms, and even went to Tsunade to heal them, but to no prevail. Any Ideas?
