now that orochimaru is rebirth.. can he uses his arms to do some techniques or not? i remember that he can't no more..

I doubt his arms would just be magically unsealed, Orochimaru gaining his arms back would probably be a big thing that the manga would address. Orochimaru at full power is scary for both sides of the war.
