Apparently, orochimaru can still not use his arms (they just dont look black and rotten anymore though).

Orochimaru tried to have tsunade heal his arms in the past.
We know she hasnt done that. However, after the sannin their battle (the battle in which naruto used rasengan for the first time on kabuto), orochimaru said that he knew another method to restore his arms.

So we can conclude, orochimaru his arms still dont work properly.
They just dont look black and rotten anymore.

He still hasnt used this method to restore his arms.
Its probably not so easy to do.
Finding access to deathgods belly maybe?

How do you think he will restore them?
Sasuke even wants him to use the power in the scroll that suigetsu found.
I can imagine that it requires his arms.

edit:

Orochimaru was able to move his arms (back in that day that sasuke killed him).
However suigetsu and sasuke mention, how orochimaru still couldnt use his arms back than.
So he probably couldnt and still cant, use ninjutsu.
His arms just dont look black and rotten anymore.

i'm not sure he can't use his arms. after all, his arms worked fine when he curse marked Anko and she is where his body/consciousness was revived from so it's possible his arms actually do work, he's just not at full power. but we'll see, cuz it's not like i know for sure or anything but i think it's possible that they could work...

he crossed his arms vs sasuke to block the chidori spear, on the day that sasuke killed him, that day that orochimaru tried to take over sasuke his body.

according to suigetsu and sasuke, orochimaru his arms didnt work back than.

So i guess he can move them and they dont look rotten anymore, but he still cant use ninjutsu yet.

Kishimoto often skips showing handseals. Regrdless of that, summong is a technique that requires handseals, and it is Ninjutsu.

i cant remember if zakon and ukon used handseals for their rashumon, ill look that one up.

sakon and ukon didnt use handseals either and just bit their thumb as well

Orochimaru had his arms fixed by the end of Part I. When Sasuke didn't make it to Orochimaru in time, he had a replacement vessel. New body, new arms. He used his arms against Naruto, Sasuke, Itachi, and when he was revived.

Even if it dont require handseals, it dont change a thing. They had to channel chakra through their arms, as the seals were appearing on the ground.
