Orochimaru's arms

Ive been meaning to ask this for some time but how was Orochimaru able to use his arms in part 2 and use jutsu when in part 1 his arms where sealed by the 3rd Hokage I don't recall hearing an explanation for this

but that still is confusing because doesn't he transfer his soul into the new body meaning that even when he takes control of the body his arms would still be sealed?

By getting a new body, the effect only seemed to work on his arms and nothing else so med nin or another body was the only choices. As you recall in part 1 tsuande declined so only changing his body would work now.

The change of body must come with every thing, cause it me taking a persons body is as gud as taking the persons soul, so he is controlling the persons soul to control the person.

I haven´t seen him make any specific hand seals since he lost his souls arms. Have you? He may use jutsu not requiring the hand seals, which his snake techs are perfect for.

Yet I´m surprised he can even move the arms, you can´t replace lost parts of a soul.
