Possibly, but perhaps Madara and Obito are in the way of his true intentions, so why not have the Hokages deal with it before he goes through with whatever his plans are? He was not interested in the war, but that didn't mean he wanted the war to continue either. He just didn't want to join it.

Orochimaru definitely has something in mind so if obito and madara succeed his plans won't work anymore since he will be under the genjutsu so that's probably why he wants to eliminate obito and madara. Also I thought it was funny when he said that if sasuke is not satisfied with what hashirama will tell him he will use them against the leaf because since hashirama is free now if oro tries to do anything hashirama will just kick his ass.

LoL. Just think simple. You are an evil guy. There's a Shinobi like Uchiha Madara with Senju & Rinnegan boosted which you modifiyed. You can't beat him in 1v1. And wait for the final, Orochimaru would be final villain in these series. he's just too sneaky.
