I was thinking that i would make sense if he was the final major villain, since he doesnt plan on joining the war, he has his hands back, and he could easily send 4 hokages to help deal with Madara which leaves him as only threat left, not inculding sasuke because Naruto and him are obviously going to have a final fight at the end of series

It would be stupid for Oro to be alone and all the other villains dead because everybody else would be after him and he would be alone.
