Orochimaru will become the final Villain?

So in the most recent chapter Orochimaru is beign sneaky and has not come with the Kage's and Sasuke. I say that he overpowered Suigetsu and Karin and Jugo and is making them go get Kabuto so they can go defeat everyone and become the last villain again? What do you guys think? Please be descriptive and detailed to be chosen as best answer

juugo is with sasuke oro and co. are probably behind and got slowed down buy suigetsu and karin because remember suigetsu wanted to avoid the battlefield and would probably be slowed down by Karin and anyway we all know Orochimaru he always has some alterior motive
