Nope.
Oro stated himself that at this stage he wants to see what Sasuke does. And he couldn't have been lying. This was shown in his thoughts. Oro's time as THE big villain is up.
And even if he was plotting and the exact same, he'd fail. I'll hand it to Oro, he was well-informed and a pretty major figure in the NV. But Obito was the one responsible for so much stuff in the NV, and is the villain with the biggest relation with Naruto (responsible for his parents' deaths and him being Kurama's Jinchuuriki, and thus Naruto being shunned for so long), as well as the biggest evil counterpart to Naruto. Heck, Madara has a bigger claim to Final Villain than Oro, because, while Obito's the main villain due to usurping him and doing more in the backstory, he's the one who started this.
Sasuke'll be the Final Villain. The final battle between him and Naruto has been built up seen the end of Part 1. Plus, it ties in with 'the future generations will surpass the previous ones'. Sasuke will outlast Obito and Madara due to that.
Oro'll be his right-hand man. He'll die fighting Kakashi/Sakura/Tsunade/etc. That's his role.
